Despite Zara not wanting the event to be in any way similar to the wedding of her cousin Prince William and Duchess Catherine on April 29, the cost is just short of the same price Pope Benedict XVI cost when he visited the city in September 2010.
Streets around the venue at Canongate Kirk on the Royal mile had to be closed and both the day itself - July 30 - and the rehearsal before were heavily policed.
Politicians and campaigners have claimed they were "astonished" and "disappointed" with the cost.
Sarah Boyack, Scottish MSP for the Lothians, told the Scotsman newspaper: "This seems an astonishing amount of money for what was supposed to be a low-key wedding.
"As our capital city, Edinburgh needs extra resourcing to deal with the additional policing required around high-profile visits and events."
