Mixed reactions to TopTV porn approval

Cape Town – Reaction is widespread, mixed and ongoing after South Africa's broadcasting regulator, the Independent Communications Authority of South Africa (Icasa) approved On Digital Media's (ODM) plan to broadcast three sex channels.

ODM, which runs the struggling TopTV satellite pay-TV service, has been in business rescue since October 2012. ODM is hoping to stave off liquidation by courting approval for a massive capital injection bail-out from China's StarTimes.

The Chinese media group could become a business partner and is willing to pump millions into the loss-making Woodmead-based operation. Another new bid from a South African consortium has also been received.

TopTV wants to broadcast the three TV channels – Playboy TV, Desire TV and Private Spice – as a separate bouquet and will run with a rating classification of R18. The channels are provided to TopTV by Playboy TV UK / Benelux Limited in England and are uplinked through SES Platform Services in Munich, Germany to South Africa.

'Risk alienating core subscribers'

TopTV's application for authorisation provoked a record reaction from civil society, with more than 285 submissions received.

Icasa granted TopTV permission to start the separate porn bouquet on 24 April, and reactions to the landmark approval has been flooding in. TopTV said it was "pleased" with Icasa's decision and won't be commenting further on the matter since the company is under business rescue.

Some South African pay-TV executives and industry insiders have been reluctant to comment on the record since their views might not be reflective of their companies' stance. Their off-the-record comments are split.

"There is a market for it. Some people are hungry for this kind of content," said one.

"It [porn channels] helps to drive [pay-TV] uptake but you risk alienating and losing core subscribers who are your bread and butter," said another.

"It's high time," said a a third pay-TV content veteran.

"It won't stimulate and grow the local TV industry, rands in fact leave South Africa to pay the foreign content providers supplying this premium priced content," said another last week.

The South African Film and Publications Board (FPB) says it advocates the protection of children from exposure to harmful content. The FPB says it is hopeful that the protection of children will not be compromised.

'Intensify nationwide TopTV boycott'

The Freedom of Expression Institute (FXI) says Icasa's decision to approve TopTV's porn channels application "will create a more competitive broadcasting industry with more vibrant players; in turn giving viewers more choice and value for money." 

The Family Policy Institute (FPI), a large Christian network, called Icasa's decision to allow TopTV to broadcast porn "disappointing".

"The only recourse we have is to intensify the nationwide boycott. We are calling on all South Africans to cancel their TopTV subscriptions immediately," says the FPI.

The Apostolic Faith Mission of South Africa, Assemblies of God of South Africa, the Baptist Union of South Africa, the Southern African Catholic Bishops Conference, Church of England in South Africa, the Dutch Reformed Church, the Full Gospel Church of South Africa, the Methodist Church of Southern Africa, the Evangelical Alliance of South Africa and the Association of Vineyard Churches in South Africa are taking part in and supporting a boycott of TopTV.

"It does not really matter that this would be offered on an extra bouquet. It is still TopTV, says the FPI. "This is a first for South Africa. The pay-TV operator is being allowed to introduce pornographic channels into the nation. We believe it will be extremely harmful.

Shocking decision

"South Africa is a nation with one of the highest rates of sexual violence against women and children and this decision is bound to increase gender abuse. Tens of thousands of children have been exposed to pornography via the internet and television and now we have growing rates of children sexually abusing other children."

"TopTV has declared this as a 'victory' for democracy. There is no victory when men are reduced to slaves of their lusts and women are portrayed as mindless sex objects."

The Muslim Judicial Council (MJC) calls the decision "shocking". The MJC says it "fully support the call for a boycott made against TopTV, its advertising agents and sponsors."

"We further condemn TopTV for promoting destructive material in order to save itself from impending financial ruin," and that TopTV subscribers should cancel their TopTV subscriptions.

"The reason for this call is that their subscriptions gave TopTV the financial clout to now screen a pornography bouquet. It is the pornography that will sustain TopTV financially."

    If you don't want to view it then just don't buy the package, I for one won't buy it. As it is Top TV is dissapointing and I only bought it for clearer reception in my area and I have the lowest payable package and I intend changing to DSTV very soon.

    I don't understand why religious people are looking for reasons to blame porn as to why people rape. Last year during court the Sunday Rapist had his Bible with him at all times. Did anyone say this could have been the cause of his crimes? No, because that's ridiculous. Bad people rape and they come form all backgrounds. It comes from them not acknowledging the difference between right and wrong.

      There are plenty of real world examples of porn influencing criminal behaviour, particularly among the youth. Simply do some research. This is not a religious matter, just as protecting woman from exploitation from prostitution is not a religious matter. Unfortunately there will always be two sides. Those that benefit from watching/enjoying the exploitation and those that object to is from a moral point of view. We did not need Biblical morals to oppose slavery and we do not need biblical morals to oppose exploitation of woman. We also do not need biblical morals to oppose exploitation of child labour by companies like Nike. I don't think any half decent men here would want our sisters or daughters to become porn stars, so why should we accept this fate for someone else's daughter (for our own selfish enjoyment)? I don't think one requires great intelligence to appreciate exploitation of another human being to be wrong in all cases, but perhaps some honestly might be required.

      If you knew your history you would come to appreciate that Mosaic laws set revolutionary standard 6,000 years ago for 1. Treatment of woman 2. Treatment of slaves e.g the longest a person would need to serve as a slave was 7 years. Standards I'm sure most slaves imported into America would have died for.

      @GA: Basic evolutionary theory dictates that (certainly in mammals) no male wants to expand energy on raising another males offspring. Thus 'chastity' in a female is valued at an evolutionary level as the male has a much greater assurance that the female carrying the child is in fact carries his offspring. For the female, finding a male that will assist in child rearing is often crucial to survival. A prostitute or 'whore' would be at an disadvantage if she fell pregnant and as such would be shunned for society, struggling to find a male to assist in raising her child, hence the term 'bastard' for her offspring. Ignoring any ethical or moral considerations, it is at an evolutionary level undesirable for any woman to be a prostitute or promiscuous just as it is undesirable for a male to so weak as to not be able to attract a woman of the opposite sex. Although we can ignore our genetic make-up, clearly in today's society (dictated by evolution) we do not promote prostitution or promiscuity for our family, because we are interested at a genetic level in their success. In contrast we may wish for 'other' woman to engage in prostitution or promiscuity because 1. Serves a pleasurable (yet selfish) purpose. 2. Weakens your competitions ability to become strong. Hopefully we are intelligent enough today to appreciate that we should not merely serve our own selfish evolutionary needs and should rather discourage prostitution and pornography.

But you know its amazing to see how times have changed over the yrs. Why i can remember as far back as 40yrs those days if you dare so much as show films with nudity and sex it would been either cut or banned outright. Now they dont do it anymore

    I am a Muslim woman and proud! The MJC on the other hand should voice their garbarge opinion somewhere else. Not so long ago MJC issued certificates certifying Orion meat suppliers as a Halaal establishment, thereby exposing our Muslim people to pork products which are condemned in ISLAM, I suggest MJC take their double standards else where as South Africans we are tired of all this lawlessness and lack of dignity in Society, thankfully I am a DSTV subscriber and my child will certainly not be encouraged or allowed to watch any inappropriate content!

    I think there's nothing new about ds issue, for me it's d same as choosing good from evil.
