SABC finance administrator has a diploma in beauty therapy

2014-02-06 12:39
Cape Town – The qualification of a finance administrator working at the SABC is a diploma ... in beauty therapy.

It's just one of several SABC staff working in positions at the beleaguered South African public broadcaster and appointed in positions their qualifications are not at all related to.

Then there's the more than 2 200 SABC staff of which the SABC has no proof on file that they actually passed matric.

SABC employees have now also been uncovered to have fraudulent matric and Grade 10 certificates.

There are also more than 100 SABC staff at the public broadcaster of which the SABC has no personnel file, although they’re getting paid.

These and other shocking findings at the SABC – which parliament on Tuesday called "really worrying" and "disconcerting" – came to light in an independent skills audit at the SABC carried out by consultants PricewaterhouseCoopers (PwC) in 2013.

The SABC CEO Lulama Mokhobo who just quit after just two years of her five year contract, the acting chief operating officer Hlaudi Motsoeneng who doesn't have matric, as well as other SABC top executives and the SABC board were summoned to parliament to explain the results of the skills audit.

While its at least been known that Hlaudi Motsoeneng has no matric, the skills audit at the SABC found that almost two thirds (62%) of the SABC's employee files had qualifications that's "not authentic" or were "incomplete".

Of 24 SABC people the consultants could not find a matric certificate or a Grade 10 certificate, or it was "fraudulent" or "non-compliant".

According to the report read in parliament, SABC personnel "do not trust the SABC's management team, or the SABC board" and question "the ability of the above-mentioned and demonstrate a negative attitude towards the organisation".

Non-related qualifications

The audit also uncovered employees who had non-related qualifications on file, for example a finance administrator who had a diploma for beauty and health on file.

According to the audit a significant number of SABC staff has qualifications that's "not authentic" or which are "incomplete".

The SABC don't have the skills! What have you've been doing for the past 6, 7, 8 years?" said Marian Shinn, the DA's member of parliament and shadow minister of communications on Tuesday. She was one of various members of parliament's portfolio committee on communications who ripped into the SABC over the damning results of the audit.

The SABC's executive for human capital services, Jabu Mabaso told parliament that the SABC "has the necessary skills" for for instance the switch-over from analogue to digital broadcasting in South Africa, but that SABC staff would need "topping up".

The SABC which didn't issue a press statement on Tuesday regarding the findings of the skills audit, scrambled on Wednesday as the South African press filled with story after story – none of it on the SABC which just had a short news insert on Tuesday evening – regarding the shocking audit.

The SABC on Wednesday hastily convened a press conference for today over the skills audit.

Meanwhile the SABC is quiet and refuse to give reasons for why Lulama Mokhobo, holding a public position at the public broadcaster and paid by SABC TV licence fees, quit. The SABC says its “private and confidential".

The SABC is not revealing what Mokhobo is or will be paid out in a so-called "golden handshake" – if anything – for suddenly leaving as CEO before she's even reached midway of her five year contract which is believed to be worth in the region of R4 million.

wait until you check all of them. ..that might happen to be the highest qualified person

      Danie Van Antwerpen - 2014-02-06 13:05

They don't mention experience as you will find a lot of people who have experience and worked their wayup by doing various courses etc.... but it is till worrying, but then again you can run a country with Grade 2....or so some people think

      John Henry Viljoen - 2014-02-06 13:13

SABC is truly becoming the biggest running joke in SA

      Karl Kat - 2014-02-06 13:13

This is mind blowing and no wonder goverment and state owned organizations are a mess. What do you expect if the laeder of the pack only has a std 4

      Freddie Miller - 2014-02-06 13:17

Shocking? not really... pass the gravy.

      Freddie Miller - 2014-02-06 13:21

@Open Mind, even when people work their way up in an organization you expect them to at least have matric. I don't know any private companies who even consider interviewing people with less than matric. In my company a master's degree is the norm. Thank goodness I don't have to deal with people of that caliber.

      John Fourie - 2014-02-06 13:22

@Open mind: Sure, that could happen, but if that was the case in the SABC, would the taxpayer have had to bail them out for how many years running now?

      Rudi Smith - 2014-02-06 14:07

      hahahahahahahahahahahahahahaha ANC = JOKE!!!!

      Darryl Maze - 2014-02-06 14:50

Bwahahahahaha!!!! BBBEEE at its best. What she make all the money look pretty??? It is no poit of employing the person just because they are black. U BBBEEE ppl must get over this crap now and employ ppl with proper qualifications.

      Linds Ron-House - 2014-02-06 15:06

@Open Mind, when I started working I was quite surprised to realize that in most parastatals there were many people with no matric but had been working for decades. So they had lots of experience. Those old white ladies in finance, HR, secretaries, etc.

      Freddie Miller - 2014-02-06 15:17

Linds, those "old white ladies" with lots of experience are not managers and executives. They are clerks and secretaries, and will not progress any further than that. At the SABC you have a COO with no matric, only ANC connections. Your comparison to try justify this travesty is irrelevant.

      Freddie Miller - 2014-02-06 15:52

Linds, Linds... first it was old white lady secretaries, now it is white male financial managers... The trick to bulldusting people is to keep the lie simple and remember what the last lie was so you don't contradict yourself and look like a fool... oh wait too late for that.

      Freddie Miller - 2014-02-06 15:55

Heard the latest SA joke? The Heads of the ANC, SAA and SABC walked into a legitimate educational institution... why bother, no one would believe that.

      Revelgen - 2014-02-06 16:09

Linds, give it up - it's hopeless. Even YOU must see that.

      Mpho Leopeng - 2014-02-06 16:12

Number has no std 3, It has now become normal.

      Linds Ron-House - 2014-02-06 17:06

@Freddy, I'm not only willing to prove everything I wrote hereinabove but I'm also willing to put my money where my mouth is. If I prove all these you pay me R10,000 and if I fail then I pay you R10,000. These are verifiable facts. That's why I'm so confident.

      Imagine Sense - 2014-02-06 18:44

I am sure all those that we consider to be unqualified are actually super-duper qualified: they are (1) black, (2) loyal to the ANC. All the rest is irrelevant since everybody knows Africans don't need stupid western qualifications! For them its totally natural to get paid a massive salary and do nothing in return. They will ride this system until it collapses, then blame apartheid.

      Kevin Marsh - 2014-02-06 20:59

ANC stuff up after ANC stuff up . Vote DA

      Freddie Miller - 2014-02-07 09:09

Linds, I can give examples of unqualified cadres in many positions and don't need to be all secretive about it, or attempt to extort payments. The COO of the SABC, the president of the ANC, the ANC premier of the North West, all have no matric or have been caught lying about their qualifications. There are many more but those should suffice for now. There, so now you provide your names. Prove your claims, and don't come with junior managers, but executives and directors. People who are in positions of influence and are out of their depth, like the few I gave you. I wait in anticipation.

      Brendan Vogt - 2014-02-07 09:33

Ha Ha Ha Ha Ha Ha Ha Ha Ha Ha Ha Ha Ha ...but hey, "Pay your TV Lic, it's the right thing to do..."

      Colin Craig Broadfoot - 2014-02-07 10:09

      Anele Bungane - 2014-02-07 16:23

@Alicia, I was part of the group that performed a skills audit there. I can even quote you names and all the unqualified whites who were beneficiaries of the Job Reservations Act hated Affirmative Action yet they themselves benefited from AA under apartheid. Secondly Alicia, your silence on the Job Reservations Act is deafening, or do you also have selective amnesia like most white people?

      Johan D du Toit - 2014-02-07 21:38

      Mpho Leopeng - 2014-02-06 16:14

hahaha Margie Good one, Where can I get one of those? I need to apply for a financial position at SAA.

      Anele Bungane - 2014-02-07 16:41

99% of pilots who work for SAA are white. Maybe they have body building diplomas.

      Ansie Brandt Badenhorst - 2014-02-08 06:38

Anele can you please forward me the sources that you get your stats from? You are planking your name wholesale!

      Outa Kontext - 2014-02-17 14:46

Anele - You need to be internationally qualified to be a pilot. The only way international airports allow your airline to land their is if your pilots are properly qualified from existing institutions and not made up ones. You cant fly a plane with a STD 6, no matter how much experience you have, or how much you really think that person deserves the spot. SAA is the only parastatal that has so many whites. Makes one think....

  • Zohan Steppingstone - 2014-02-06 13:00

The SABC is just following the example of that clown Zuma and his "parliament" of thieves.

      Jeremy Thorpe - 2014-02-06 13:57

You're right Zohan. If the people at the very top are corrupt, inefficient, unqualified, lazy and greedy, you can expect that culture to filter down - whether it's to the SABC or provincial and local government, hospitals, education, police and miners. The only way to change things is to vote in a government which leads by example.....

      Vanessa Asari - 2014-02-20 11:02

Oh yes I agree with you well said.Zuma must step down and go to rest in Nkanla after usinbg all our tax monies.Zuma must take his parliament thieves with him.

  • Samantha Stevens - 2014-02-06 13:21

it doesn't matter what her qualifications are, what matters is if she can DO THE JOB WELL- many people get to where they are through hard work and dedication- you cannot put everyone in the same boat- but if you are only getting the job because of your connections or colour and you are useless at it then you need to let go for someone who has the ability. sorry

      Joseph Heckler - 2014-02-06 13:32

      Well said

      Garry Billson - 2014-02-06 15:09

There are certain jobs that require qualifications directly related to the work and I think that financial positions require financial qualifications. Doctors need medical qualifications and we would not accept a motor mechanic as a doctor. I get what you are saying and experience comes from the University of Life. I bet that most of the SABC employees are all connected in some way or another. Cousins, brothers or friends. It is disgusting that there is no work ethic in any of these institutions.

      Samantha Stevens - 2014-02-06 15:55

Dear Haloe- it is only obvious that one cannot accept a mechanic as a doctor- this lady is an administrator- more than likely an admin clerk in the finance department ( I do not know).

      Ettienne Ludick - 2014-02-07 23:43

Certain Jobs = Certain Qualification ...hey i can fly a Cesna plane so i should be flying a passenger jet dont you think ?? I believe i can do the job well.... If this is the argument, then we can abolish any university or place of higher learning, because then a qualification is as good as a piece of toilet roll....

  • EkasiBoy - 2014-02-06 13:32

Interesting story, I am for experience than papers, and if you have the document it is a bonus, though in this case the SABC doesnt have a leg to stand on!

  • Hugh Knight - 2014-02-06 13:35

    Cadre deployment

      Jurie Nel - 2014-02-06 13:44

That's it, Hugh, in a nutshell. And for as long as cadre deployment and the SABC as a mouthpiece of the government are more important to the anc (lower case intended) than truth and service to the public, the political will to do the right things right will not be there -- and the SABC's problems will not go away.

  • pmalungana - 2014-02-06 13:35

  • Nwanawavhathu Jaycksen - 2014-02-06 13:37

white people must know that majority of qualified black people are also victims of EE and AA as it actually mean for political connected only.

      Jurie Nel - 2014-02-06 13:48

You are absolutely right. And the white people I come into contact with, certainly do know that. There is only one way -- break the power of political connectivity by breaking the power of the politicians. That is done at the ballot box. Vote for ANY opposition party of your choice. But please, please do not abstain from voting -- abstaining does not weaken the winning party -- it actually strengthens it.

      Dylan Whittal - 2014-02-06 14:51

      oh we know dont worry!!!!

      Leigh-Rose Jenkins - 2014-02-06 15:29

Nwanawavhathu and THAT is the main reason why so many people are outspoken in their disagreement of the entire policy - not because it's supposed to favour blacks in terms of employment but because in practice, it isn't favouring ANYONE but the well connected! Through most of the ANC policies they have done nothing but fail their OWN. But whenever someone tries to point that out, they're labeled "racist".

  • Naas Du Plessis - 2014-02-06 13:44

You can say what you want about the da but they at least employ skilled people with the right qualifications and training. The ANC works like this. If you are buddies with zuma then it's ok. We give you job. Sit on ur ass, let someone else do your work and then get pd a fat salary. No wonder all the departments are bankrupt.

So many of these people who are given top positions purely by the fact that they vote ANC and are black, who are totally unqualified for the job, resign half way through there term of contract, mainly because they are caught out, and the get paid these ridiculous golden handshakes.. It simply boggles the brain..

Swipe the comb, but dont generalise. Not everyone at the SABC are what you refer to as fools. Alot of the guys, expecialy in the production side of it, has been with the company for years and have all the qualifications. This article refers to a certain section of the SABC, not all of us.
