TopTV: PIN for porn every 30 minutes

Cape Town – TopTV subscribers watching a sex channel on its proposed separate porn bouquet will have to stop and re-enter their PIN every 30 minutes.

In its application before the Independent Communications Authority of South Africa (Icasa) on Thursday, TopTV said that viewers watching porn will have to re-enter their PIN after every 30 minutes as a safeguard against a sex channel being left unattended.

"All Playboy channels will be configured with a preset time-out period (eg. 30 minutes) after which the PIN must be re-entered," said TopTV in its presentation.

"This prevents the channel being left unattended for longer than the preset period."

'Genuine public concern'

TopTV has also said that their prepaid subscribers will not be able to gain access to it's bouquet of porn channels, and that it will only be made available to contract subscribers.

The struggling pay-TV operator had initially argued that they would need to broadcast the three proposed porn channel 24 hours a day, seven days a week for the venture to be commercially viable.

But TopTV then changed their minds and said they would only air porn during the watershed hours between 20:00 and 05:00 "in response to considerable public inputs and feedback".

"We acknowledge that there is genuine public concern about the protection of children from viewing adult TV content," said Eddie Mbalo, the acting CEO of TopTV.
 
"Even though we have strict mechanisms in place to give parents full control over the access to these channels, as an extra precaution we have made the decision not to broadcast adult material outside the watershed period, when children are likely to be awake," said Mbalo.

TopTV is currently arguing its case before Icasa at their head office in Sandton in a public hearing over its "authorisation for channels" to broadcast porn in South Africa.


TopTV wants to offer three porn channels - Playboy TV, Desire TV and Private Spice - as a separate porn bouquet and with a rating classification of R18 which comes with its own PIN system.

      alta, no body is going to deal with this in the days to come and its everybodies free choice to watch what they want as long as they are of age to do so,it comes down to your own morals and how you have been brought up, what worries me more is the high rate of rape and sex crimes in sa if anything the gov should take that in to account while making their decision,although it doesnt interest me as i dont watch it, you will not stop porn it has been around for centuries look at some of the ancient paintings and that blows your "in the coming days" theory out of the water.

      The pin will however not protect woman and children from the men that will be watching this filth. We have one of the highest levels of sex crimes against children and woman in the world. We have a country full of men who are violent and cannot contoll their urges so much so that they resort to raping corpses, dogs , goats and chickens.     Internet porn is freely available 24/7. And technicaly there is no restriction on content or age. The real question is about whether or not a government should ban porn completely, or leave it to the consumer to decide. Because it is impossible to limit it. Its either anything goes or nothing allowed. C'mon, do you really think your curious kid isnt going to work out the pin code in a day or two?

      That was one of the things I was looking at. I live alone. Don't have kids. There is never any kids in my home. Yet, because we have parents that can't control their kids. I have to enter a pin or be without a porn channel. Granted, I find porn boring and tasteless. But when I want to, why am I being stopped. As for the internet. It was setup as a unregulated source of information. Yet we have governments trying to regulate it. Parent organizations screaming for internet control because they can't control their kids. Porn has never been unreachable. Even for these parents that are now jumping up and down when they where young. I remember in the 1980s you could always get your hands on some porn books without to much difficulty. Just had to hide it real good. I remember being pulled over the knee when it was discovered. But now it's called child abuse. But with the modern age information has become more easily available and so have porn. And parents have become less responsible for their children. Granted, more mothers are working than in the 1980s and spending less time with their children. Don't misunderstand me. I have nothing against working mothers. But children grows up without control being enforced on them. How many parents have installed software, like from microsoft that controll their kids internet usage?     The local dominee must also be told who will watch porn, how many times and what type of porn: the details must be entered into a register and discussed with other churches in the vicinity, to decide on appropriate punishment for those that watch porn. Individuals that are identified as having watched too much porn must be burnt at the stake and their children sold into slavery. Other punishments for watching too much porn will be hard labour in the church yard on Sunday such as cutting the grass and trimming the hedges (no alcohol allowed on Sunday) to help beef up the church' image and standing...now back to the future when it's 2012 and not 1612...

    This article has some errors, the paragraph below does not mean what the article is say. Preset period tells me that the viewer will have control to after how long they want to re-enter the pin. It can be any minutes the viewer choose. The paragraph is from ICASA web page. "ODM’s PIN system goes beyond the parental controls for similar content implemented by its competitors, in that it is automatically triggered whenever a programme or movie is aired that has a R18 rating or above. This already apples to all TopTV channels. Each time a user navigates away from an adult channel to a channel with an event with a lower rating (i.e. A, PG, 13, etc.) and back to the adult channel the PIN request will be re- invoked. All Playboy channels will be configured with a preset time-out period (e.g. 30 minutes) after which the PIN must be re-entered. This prevents channels being left playing unattended for longer than the preset period"

    Sad when decision makers are not protecting people from possible addictions. Even if it is readily available, why make even more avenues available. Why encourage immorality and possible breakdown of marriages where divorce rates are already high. What has happened to morals,values, ethics and principals? I am by no means perfect and I realise everybody has the choice to watch or not to watch, but still feel strongly that as a society, we should do our best to protect everyone from anything blatantly harmful.

Reality TV has more substance than porn on any given day of the week, there is enough sex and nudity in standard movies that have low pg ratings is this not enough do men and women need to see the openings and closings of the human anatomy in order to feel fulfilled, or is the moaning and groaning that gets them off? Well after all is said and done the week constitution and "libral" free speaking authorities will no doubt say "yay okay" as I am sure they all have a subscription already.
