President Cyril Ramaphosa seems sweetly oblivious to the capture of state entities by the corrupt and the inept that is proceeding under his nose.
The Guptas had the gall to imagine corruption on a grander scale than anyone in government had before. Now their playbook – the capture of entities through a combination of board and management control – is being put to new use by others in the agencies that surround the state.
