Six months after Hitachi signed R38 billion in contracts with Eskom in July 2008, it paid R1.2 million to ANC front company Chancellor House on the strength of an invoice submitted by the politically connected entity for "Tender support fee – Bravo".  

Project Bravo was the codename given to Kusile Power Station before it was officially named. Hitachi won the contract to build the boilers for Medupi in September 2007 and, as part of a "fleet agreement", was also awarded a contract to build the boilers at Kusile shortly thereafter.
